Well, it would give users like me wanting to contribute history
altering support patches a place to do that. So +1 there.

Separately I think that the distinction between 'finds the place to
start' and 'is told where to start' is a very small one and not worth
making a new command for - after all, gits rebase can also be used to
do history edits where the parents of the first edited commit are not
changed (e.g. in interactive mode to squash a commit).

My *preference* would be to claim the rebase command, as its where
'everyone' knows to go for history editing these days, in git hg and
bzr, and make it fantastic. Keeping the default behaviour
approximately the same, but permitting powerful transforms through it.
