Altering branches on launchpad leads to no information for branches.

I also have a merge proposal somewhat related to this:

Kinda stuck though because I think I have run into some underlying
problems with making various parts of bzr deal with lp URLs when they
weren't expecting to.

It does however include changes to make our URL combining code work with
lp URLs.
