bzrlib/commit.py:401 and bzrlib/commit.py:440 is where the magic is
happening at the moment.
The first line is where we obtain the commit builder that we are using
to build the revision. At the moment this is obtained from the local
branch, but it would in some cases have to be obtained from the master
branch instead.
The second line is where we push the finished revision up to the master
branch. In our case this would have to pull the revision into the local
branch from the master branch.
CommitBuilder would need an argument to specify that it needs to operate
in "lossy" mode. Perhaps that's a good place to start?
