API freeze for 2.2?

OK, so unless someone screams we'll consider this settled:

- stable API after 2.2b4
- no rc, just straight to 2.2.0 and then point releases if necessary

I think we should branch off 2.2 at the 2.2b4 point, so people still
have somewhere to land API-breaking changes.  Non-API breaking
features and fixes would still be welcome into the 2.2 branch.
