bzr ppa updates

I've just sent bzr 2.1.2 for Dapper into the main bzr ppa
<https://launchpad.net/~bzr/+archive/>.  This PPA is the single best
choice for people installing on Ubuntu who want to go to a major
version beyond what was in the OS release.  I'm going to do the later
releases now.

In the course of doing that I updated lp:~bzr/bzr/packaging-dapper to
have what I think is a more typical use of bzr-builddeb, which is that
it includes all the files in the tarball. You should now be able to
bring in new updates using something like

  bzr merge-upstream  --version 2.1.2 -v ../Releases/bzr-2.1.2.tar.gz
~/bzr/bzr-2.1.2

I will send a doc update to describe this in
<http://doc.bazaar.canonical.com/bzr.dev/developers/ppa.html> then we
could delete some of our own scripts that duplicate bzr builddeb.
