One earlier version of Dulwich at least was in the Bazaar PPA.

The balance is between:

1.  Each user having to have a plethora of source entries -- on the
assumption that the relevant PPA can be found(*).

2.  All the direct, and indirect such as Dulwich, Bazaar-related
packages having a residency in the Bazaar PPA.  This creates more work
for the admins of the Bazaar PPA of course.

For now I will add the Dulwich PPA as an "emergency" measure now that I
know where it is.

(*) From what I can tell just now, Launchpad makes it inordinately
difficult to find PPAs.
