[RFC] qbzr GUI dialogs: smarter --ui-mode?

QBzr and bzr-explorer are based on PyQt4/Qt4 framework, which is known
to be cross-platform. I don't plan to work on non-cross-platform
things, and prefer to use the features which Qt provides to me.
