RFC: advisory "branch_status" flag in branch.conf

I am glad to have kicked off an RFC that could be hijacked to talk
about name collisions in config files!

Based on the discussion, I plan on using the option
"bzr.branch.status" to determine if bzr-colo will hide branches from
its listings.  Statuses of "Merged", "Abandoned" (from Launchpad) or
"Hidden" (when neither of the other statuses seem appropriate) will
not appear in listings.  I invite others to use the same configuration
option and statuses for their own ends.  (For example, Alexander has
suggested a qbzr dialog for merging colocated branches and it could
have a checkbox to set the status to "merged" afterwards.)
