Ben, this hypothetical metadiscussion seems very inefficient. If you
have some specific ideas for how Alexander can have better
communication with people building packages, just say them. If you
don't understand what Alexander means you will probably get a better
answer from a straight non-sarcastic question.
At the moment we have the dev list, a few wiki pages, and the
packaging list and they seem to work ok, though doubtless improvement
is possible.
Alexander's specific thing, I believe, is that Debian & derivatives
have a policy towards cutting out included versions of dependencies,
which makes sense, but causes divergence from upstream, and several
times in various packages I have seen it cause bugs. This information
is not normally pushed back to upstream authors. It is not a secret
as such.
