Hmmm.

 From the outside perspective it perhaps makes most sense for the 
*official public* announcement to indeed be delayed until the version is 
available across all platforms. With the new version available in some 
platforms before that time to people who are keeping track via the 
mailing list, but not officially announced until all the packages are 
present.

It seems to me your official announcement should be a reflection of 
everything being ready. Alternatively you could have a "new version 
available for some platforms" message, but honestly I'd only do that if 
it seems unlikely that you can get a good build for all platforms.

These sorts of details are often the fist impression a new user gets of 
the product, and something that doesn't seem to be managed in a clear 
and careful manner can appear to be less than professional.
