[PA] Seriously, the policy about code review *emails* is changing

Code reviews happen mostly online
(https://code.launchpad.net/bzr/+activereviews), yet many participants
(contributors and reviewers) can subscribe to the branches involved and
receive emails for proposals and their associated reviews.

There have been discussions in the past about lack of visibility for the
code reviews and more recently about getting a better control of these
emails for each participant. Max Bowsher created a new team on launchpad
for this purpose and a migration is occurring this week:

Make sure to check your subscriptions so you still get these emails if
you're interested.
