Get rid of the ~bzr-core team?

I think that's true, but only that. Recently ~bzr has been made a
subteam of Olive-gtk project team, and therefore it gets bugmails and
codereview mails for Olive.

I don't like to have mails about Olive and maybe even bzr-gtk, it's
already more than enough for me to maintain qbzr and bzr-explorer. As I
understand it, ~bzr wants to know about popular bzr plugins and tools to
be able provide an expertise on their bugs. Many of such plugins/tools
are de-facto maintained by bzr team. So I've moved my participation from
~bzr to ~bzr-core just to reduce the number of notifications those I'm
unable to handle anyway.
I'm not quite sure how it should be according to your proposal.
