Private bugs and qadd 'is_ignored' AttributeError

It's the general problem of apport issues being marked private in case
they have user-sensitive data, and then reassigning the bug doesn't
actually give you access to it. John has since marked it public so you
should be able to see it now:

The good news is the launchpad crew are working on making private
things saner right now so this should be handled more sanely in the
near future.

Really? It looks like the same as the following bugs:
