bzr developers.  (Repeat as needed throughout the process.)
2.  bzr branch lp:bzr <local_branch_name>
3.  Modify tests for fix or new feature.
4.  Change code to satisfy new test(s).
5.  Push branch up to launchpad.  (Requires free launchpad account.)
6.  Propose merge of new branch.
7.  Respond to reviewer comments.
8.  Approved changes are merged.
