zookeeper resource for apache-flume-kafka

Hi folks,

Merlijn noticed that the zookeeper resource in apache-flume-kafka [1] was
no longer valid.  We were referencing an apache mirror URL, which is only
valid for the current release.  Since zookeeper recently went from 3.4.6 ->
3.4.7, the mirror no longer included the binary needed for this charm.

We have since moved zookeeper into our s3 bucket and updated the affected
resources.  The charm store has been refreshed and apache-flume-kafka-4
contains this fix.  FYI, the correct url for resources.yaml is:

https://s3.amazonaws.com/jujubigdata/apache/x86_64/zookeeper-3.4.6-01b3938.tar.gz
