Juju charm - apache flink

Hi Michal,

Thank you for volunteering.

The bigtop charms are hosted upstream [1]. You should not use the
layer-apache-flink layer since this layer is not oriented towards
bigtop. Instead you should create your own layer and use the
apache-bigtop-base layer [2] to gain access to the deployment
facilities offered by bigtop. You would need to identify the bigtop
role used to deploy flink. Here [3] is the manifest of flink. Feel
free to explore the bigtop deployment options.

In terms of tickets and contribution steps you need to follow the
steps described in [4].
