   * Additional support for Python 3:
     - d/control, d/heat-*: Move common files to heat-common. Only have
       python(3)-heat depend on heat-common. Other packages that used to
       depend on heat-common now depend on python-heat | python3-heat.
     - d/control: Drop python(3)-heat conflicts on each other.
     - d/python(3)-heat.postinst: Ensure alternatives priority is 300
       for Py2 and 200 for Py3.
     - d/tests/control: Run Py3 tests first due to alternatives priority.
     - d/python3-heat.install: Install heat/db/sqlalchemy/migrate_repo/migrate.cfg
       similar to python-heat.install.
