  * README.Debian: Julia's BLAS/LAPACK backend is switchable henceforth.
  * Also remove the "net_on" guard in test/runtests.jl.
    (update, test-add-envvar-for-skipping-network-tests.patch)
  * Downgrade GCC version to 7 for armhf in order to circumvent FTBFS.
