In a fresh breezy install, I noticed that toolbars were detachable with a little
grippy -- and the "Menu and Toolbar Preferences" dialog does confirm that they
are enabled.

Can we please disable this?  Nearly all of the time, detachable toolbars result
in people accidentally detaching them and then being unable to get them back
where they belonged.

This should be a power-user option for those who want to enable it, not the
other way around.
