Have done a bit of playing, it is replicable on 2.3.8.  It happens if you use
IMAP4rev1 as your mail server type, but not IMAP.  Both were with "copy all mail
locally" enabled, not sure whether this makes a difference or not though.

The threading happens up to three levels, then plateaus out, so you see.
