This is fixed with the current dapper package:

totem (1.2.0-0ubuntu6) dapper; urgency=low

  * debian/control.in:
    - introduced two new binary packages totem-xine-firefox-plugin and
      totem-gstreamer-firefox-plugin
    - make totem Recommends them.
  * debian/rules:
    - adjust build to split those files into the right packages.
