sudo mkdosfs -n 'Часы' /dev/sda1 in UTF-8 works fine here.
I also edited both the label at offset 43 and the name in the 'Volume Label'
file entry to the CP1251 string:
$ sudo blkid /dev/sda1 | iconv -f cp1251 -t utf8
/dev/sda1: UUID="43A9-63F1" LABEL="Часы" SEC_TYPE="msdos" TYPE="vfat"
Now the device is still mounted automatically, just with the label '???сы' (hal
replaces all invalid non-UTF8 characters with '?').
However, I tried that on current dapper with hal 0.5.5.1, not with breezy's hal.
Your hal does not seem to know about /dev/sda1 at all. Do you have the chance to
try the current flight-2 live CD? Does it work with it?
If not, can you please get a 'hal debug output' as described on
http://wiki.ubuntu.com/DebuggingRemovableDevices?
