When I ran gimp for the first time after installing Hoary, it kept complaining that it couldn't create    
a directory called ~/.thumbnails/normal.  When I looked, I found that three directories --    
    
~/.thumbnails/    
~/.thumbnails/large    
~/.thumbnails/normal    
    
-- all existed, and were all owned by root.  After a quick 'sudo chown', gimp worked normally.
