If you right click an item in the applications menu, a submenu is shown. If you
right click in the places menu, the item under the mouse pointer is started. The
system menu is a mix of those two: the items under preferences and system tools
give a menu, the other items are started when right clicking.
For consistency, I don't think any item should be started when right-clicked.
