Evolution has a feature that if you select text in a message, when you hit
reply, it will quote that instead of the entire message.

the only problem is, in the 2.3 series, if you do this once, every future
message will contain the same quote.  It seems impossible to reset to "normal"
quoting of message you're replying to w/o selecting the entire message and then
having this message quoted for all future replies....
