gnome-system-log in "Monitor" mode does not update its display any more
once syslogd is restarted.  The line

    Jul 13 08:47:54 turmeric syslogd 1.4.1#17ubuntu1: restart.

and subsequent lines in the new /var/log/syslog do not appear
in the display.

With tail one get similar behavior is one uses it without the
"--follow=name" option.
