Nautilus version >= 2.11.3 in breezy:

   The prefernces Dialog crashes if it is started from outside Nautilus

-    #>nautilus-file-management-properties
-    Fatal Python error: This module can only be used from nautilus

So there is a Entry in the Desktoppreferences and it doesn't work because of this.
