since gnome-panel-control is gone, there is no longer a way to launch
gnome-panel specific applications like the run-dialog any more.
Actually the inability to create a menu shortcut for the run-dialog is my main
motivation for filing this bug.
I know it the removal of the run-dialog is seen as a "feature", but it becomes a
bug, if there is no way to return to the old behavior.
