Thanks for your bug. This change has been discussed upstream for some time, you

The previous behaviour mean that if you try to open your IM list or a nautilus
folder already opened you are moved to an another workspace, which is not
optimal neither. Often when you open a folder that's to interact with it where
you are, not to be moved somewhere else because you let it opened. Feel free to
argue upstream if you disagree.
