Partial solution :
It seems that the problem is caused by the xorg's composite extension which
I enabled some time ago. Disabling composite restores the 
normal functionality of the theme manager.

I do not close this bug, as I think the thumbnailer should also work
with  composite enabled.

However, if the ubuntu developers consider that composite should not
be considered as supported/recommended in this Ubuntu version (5.04 hoary) 
then they should close this bug.

I would also like to mention that I met this problem on other distributions
and older versions of gnome, so the problem is quite old.
