This upload fixes the issue:

 bug-buddy (2.12.1-1ubuntu1) dapper; urgency=low
 .
   * Sync with Debian.
   * debian/patches/00_menu-change.patch:
     - temporary fix: gnome-open https://bugzilla.ubuntu.com/ instead of
       running bug-buddy.
