[Bug 16320] keyboard layout diagrams are wrong

This only appears to be partially fixed for me.

If I right-click on the keyboard indicator, open keyboard preferences, go to the
'layouts' tab, and click 'add' then the layouts I'm offered all look OK.

But if I right-click on the keyboard indicator, and select 'layout view', the
layout I'm shown is the old, bad one.

I've tried removing all the layouts from the keyboard indicator and re-adding
them, but the problem remains.
