Huh. Last week when I tested it on a brand-new user account and took
screenshots, the problem I described was happening. Now I can't reproduce the
behavior any more, either on a brand-new account or on my own account. It must
have gotten fixed sometime in the past week.

That still leaves me with several previously-created task lists that are all
behaving in the same way, but I think I've found the cause of that one. I'll
post a screenshot of my current problem, since it illustrates what *was*
happening, and then the cause I've found.
