Ah yes, I was suspecting you meant that, just wasn't sure ;-)
Yes, the menu works perfectly : whenever I install a program using the
gnome-app-installer (which I just did 30 seconds ago as it happens), the entry
of the new program is added instantly to the applications menu, no delay, no
problems with refreshing, all perfect.

Talking about that, I just tried using the "clear recent document" in the Places
menu, and it works perfectly, it will clear everything, instantly, no problem.

Well, what can I say... doesn't work here ! ;o)

Don't think so. It seems 200% repeatable. All I have to do to test it, is clear
the history, which will leave at least one entry. Then I just open a few folders
randomly so that they are added to the list. Then I ask it to clear the
list/history, and again, everytime, it will leave a least one entry. 
I also noticed that everytime I start it, it will add my home folder to the
list, which is not welcome since this folder is obviously easily accessible, so
adding it to the list only makes the list longer.
