OK, so here's the deal.

Lukas, you need to follow the instructions in
http://lists.ubuntu.com/archives/ubuntu-devel/2005-August/009421.html.

Seb, the GNOME keyboard applet is setting layout dvorak when it should be
setting layout us, model dvorak.  The not-having-XKB-files thing is fixed by now
and very transient; if gnome-applets is still setting the wrong layouts, then
that's bad.
