[Bug 14404] Keybinding sets would be very useful

There are two things:
1) For users coming from Windows, it would make their lives much easier to have
the Meta key working, and to be bound to the same keyboard shortcuts as on
Windows. e.g. Windows+D gives the desktop, Windows+E gives a file explorer.
2) For each installation, probably only one set of keyboard shortcuts would be
used. However, at installation time, if there was a library of keybindings which
matched all the odd keyboard layouts found in various countries, and on laptops,
the right one could be chosen automatically.
3) An alternative would be to have a configure process for this, which would ask
the user to press all their special keys and/or ask the user to press certain
keys. I understand something like this exists, but only to determine the
standard keyboard layout, not for special keys.

While I'm at it, in the configure keyboard dialogues, I've not got a good idea
what hyper, meta, and super are, so I'm sure as hell 99% of the population don't
either. If it's ALT, can we call it alt? If it's the 'Apple/Windows' key, can we
not at least mention this, or is this outside ubuntu policy!?
