[Bug 38235] [2.0beta3] Cannot send a picture by drag-n-dropping

Description:
When I drag-n-drop a picture on a discussion (to send the file to the
contact), Gaim tell me :

"You have drag-n-dropped a picture. Would you like to use it as the
default icon for this contact ?"

In 99,999% of all cases, drag-n-dropping means that I want to send the
picture.

I suggest to make drag-n-drop a "send" event and perhaps find a more
specific way to change the icon. (drag-n-drop on the current icon for
example ? With a default icon for those without one)
