[Bug 38326] English Language Problems

Description:
I configured my system during install to use American English. After the
install, I saw British English in Evolution. (See Bug #38136) As it
turns out, this is caused by my $LANGUAGE variable:

$ echo $LANGUAGE
en_US:en_GB:en

This problem is not specific to Evolution, I've realized. I'm seeing
this across many applications. I changed my language from the GDM
Options (at the login screen), saved it as my new default, and now my
$LANGUAGE matches my $LANG:

$ echo $LANGUAGE
en_US.UTF-8

At this point everything works. Therefore, I'm filing this bug against
gdm, as that's where I changed a setting to make this work. However, I'm
not really sure if this is a gdm bug, an installer bug, or something
else.
