[Bug 38343] "Show the panel menu" keystroke should hide the menu if open

Description:
If I hit the keyboard shortcut (<Alt>F1 by default) to "Show the panel
menu", the Applications menu pops open. If I hit it again, nothing
happens. The expect result is that the Applications menu should close,
just like it does if I hit Escape.
