I don't believe so...I did a fresh install of Dapper, and don't think that anything I did should have changed it.
I just checked: $LANG=en_US.UTF-8 and $LANGUAGE=en_US:en_GB:en
Looking a little further, it seems to be from /etc/environment having the incorrect setting and I certainly haven't modified that manually.

Now that I know what to look for, this certainly seems to be a dup.  Sorry 'bout that.
