[Bug 38641] Double clicking on a locked applet destroys mouse

Description:
I have the cpufreq applet in my panel, locked.  If I double click it, my
mouse becomes a hand, apparently trying to drag it, but it can't be
dragged -- its locked.  Clicking does not restore mouse, and the only
way to gain normal pointer function back is with a `killall gnome-
panel`.
