fixed with this upload:

 epiphany-browser (2.14.0-0ubuntu3) dapper; urgency=low
 .
   * debian/rules:
     - don't rename the yelp documentation directory but create a link to it,
       it doesn't conflict with the epiphany package and fix other programs that
       don't expect a rename (Ubuntu: #37933)
