[Bug 39198] Non UTF-8 subtitles are badly displayed

Description:
In French and many more languages, chars like é à ç ... are displayed as ??? if the srt file is not in UTF-8.
It's very annoying because most of the srt files you download from the web are in ISO-8859-15.

This bug was recently fixed in upstream (http://bugzilla.gnome.org/show_bug.cgi?id=172848).
I don't know when is planned gst-plugins-base 0.10.6 and if it will be shipped with Dapper but if it don't, i think it would be a good idea to backport this fix.

Currently, french subtitles are just unusable with Dapper.
