I have confirmation of my theory (though I meant hotkey-setup rather than laptop-keys)

burner at phoenix:~$ gnome-screensaver-command --activate #one
burner at phoenix:~$ sudo /etc/init.d/hotkey-setup stop
burner at phoenix:~$ gnome-screensaver-command --activate #two
burner at phoenix:~$ sudo /etc/init.d/hotkey-setup start
burner at phoenix:~$ gnome-screensaver-command --activate #three

one and three fail to activate the screensaver, two succeeds.
