[Bug 39361] Gimp asks about multiple tabs and shuts down when you try to close the layers dialogue box.

Description:
When I try to close the Layers dialog, I get prompted:
"Close all tabs?

This window has 7 tabs open. Closing the window will also close all its
tabs"

That is nonsensical for that dialogue box since it has no tabs.  When I
click "close all tabs" the gimp quits, which is also not the desired
behaviour.

It then sometimes freezes and requires hitting the "close windows X"
several times to summon the "force quit" dialog, which then shuts down
the gimp.  I cannot find something that makes it crash like that
reproducibly, right now.
