I agree that this bug is similar to bug 39069, but definitely no a duplicate.

I am complaining that "cupsys" does not allow me to add a printer, hence I can't print anything. This is a very major breakage.

Bug 39069 complains that gnome-cups-manager does not report the error in the GUI. This is a more minor issue.
