[Bug 34558] Ubuntu logout dialog and GPM do not respect config in /etc/default/acpi-support

Description:
Hi,

Fresh flight 5 install on panasonic cf-r4 laptop
(https://wiki.ubuntu.com/LaptopTestingTeam/PanasonicCFR4)

The new ubuntu logout dialog does not respect the cofiguration in
/etc/default/acpi-support

If suspend is disabled via the line ACPI_SLEEP=tru in /etc/default/acpi-
support the new logout dialog still offers the option  to sleep
(suspend).

Gnome-power-manager also does not respect this setting.

I imagine the behavior is the same for hibernate but I have not tested
this.

Sorry if this has been posted under the wrong package I could not find
one for the logout dialog specifically.
