[Bug 39787] Second CPU Frequency Scaling does not work

Description:
I've installed Dapper on an Intel Centrino Duo (T2300) laptop which has
two CPU cores.

I use the GNONE applet "CPU Frequency Scaling Monitor" to check how CPU
frequences are changing when under load.

First, I activated the left-click menu  "Governors/Frequencies". To do so, I run the following command:
sudo dpkg-reconfigure gnome-applets

But all changes done via "Governors/Frequencies" menu are set only for
the first CPU core (CPU 0). It does not care what "Monitored CPU" is
selected in Preferences.
