Running xine-ui from the terminal says this:

Playlist file (http://www.dradio.de/streaming/dlf_hq_ogg.m3u) is invalid.

The m3u file itself contains just the following line:
http://dradio-live.ogg.t-bn.de/dlf_high.ogg
however vi warns that the file does not contain an eol character. I think xine might be within its rights not to play it...
