[Bug 39997] Dasher missing "hover" pop-up dialogue in menu

Description:
What is dasher?  When I hover my mouse over it in the Applications menu,
no pop-up dialogue comes up to provide any basic description.  All other
menu items (i.e. apps, places, and system) have these pop-up basic
descriptions.  This is minor, but part of the Dapper polish.  Thanks.
